To request and fund Enterprise Oxfordshire to
deliver the Council’s obligations under the Department for
Education’s Skills Boot Camp Wave 6 programme
Having consulted with the Executive Director of Resources and the Director of Law and Governance and Monitoring Officer, the Chief Executive exercises the delegated authority given by the Cabinet in November 2024 to:
a) note the acceptance of the Department for Education (DfE) funding for Wave 6 of the Skills Bootcamps programme and;
b) approve Enterprise Oxfordshire to procure and manage the programme in line with the terms of the Grant Offer Letter;
c) Agree amendments to the contract for the provision of services between Enterprise Oxfordshire and Oxfordshire County Council.
So that Enterprise Oxfordshire will act as a delivery arm of the Council’s economic development and skills agenda.
Key Benefits Delivered:
· Upskilling local residents in priority sectors: Construction, Green Skills, E-Bike & Health & Life Sciences.
· Supporting employers with targeted, skills-specific training to address sector gaps.
· Delivering social value by enabling progression for unemployed, career changers, and underrepresented groups.
· Enhancing local economic resilience and workforce adaptability.
Alternative options include commissioning the programme directly from within the County Council and not delivering the programme.
Direct delivery is not recommended as the experience and relevant expertise to commission such programmes does not exist in the County Council, in-line with Cabinet decision to maintain delivery capacity within Enterprise Oxfordshire.
Non delivery of the programme is not recommended as the funding would have to be returned to government and Oxfordshire residents would not benefit from the impact of the programme.
